While this song was originally recorded by Roy Orbison in 1987, it wasn’t released at that time because, according to songwriter Billy Steinberg:

Roy didn’t have a recording contract at the time and (co-writer) Tom (Kelly) and I didn’t have the wherewithal to do anything with Roy Orbison’s version of the song.

After the massive success of Cyndi Lauper’s 1986 album True Colors, she approached Steinberg & Kelly, resulting in this 1989 version. It peaked at #6 in the US, #7 in the UK, and reached the top 40 in several other countries overseas. Lauper received a Grammy nomination for Best Female Rock Vocal Performance for this work.

Roy’s version was released in 1992. Celine Dion also famously took the song to #1 in Canada in 2003 (it reached #45 in the US).
