Selling the magazine provides an income for homeless, sick or otherwise marginalised people who cannot find other work.

This interpretation is certainly supported by the song’s lyrics, which detail a homeless woman and the system which allowed her to end up that way, as well as society’s indifference. It was included on the group’s blockbuster 1997 LP Tubthumper as the fourth track.
