In the United States government, the Statue of Limitation is five years. 2 Chainz is implying that the things he did (told in the first verse of this song) happened 5 or more years ago, and thus cannot be prosecute-able.

The song was originally titled Ex-Drug Dealer, stated to have been produced by Mike WiLL Made-It, and was first previewed at the MLS All-Star Concert on July 29th, 2018.
