it's like they give hints that they like each other and they understand the clues, only that i think these 2 people never really seem to find time to actually talk through it [probably they're not yet ready or they're scared of whatever might happen next]

Very simple...a relationship that ended with everything left up in the air. Leaving everything just as it was so one day there is a reason to go back. By leaving everything "unsaid" it lets there not be a real goodbye and a way to one day pick up where everything left off. "Not to say today" is also coming back to this notion of the future and the ability of it not being over forever, which is the safest way to end things so you never actually have to admit that it's really over.
