With much respect to his roots, he's talking about people's tendency to judge Outkast by attempting to lock them into a certain genre of music. Just because they came from the hood, people think that they should be thugs and all about hip hop. Just because they rap, people want to pigeonhole them as 'rappers'. Well they're not, they are artists. When he says, "I just want you to know how I feel", he's basically saying what does it matter how the package is presented, I just want the freedom to express myself through music in a way that feels good to me, without all of the labels.

You guys need to take another listen.

I thought it was more like "we understand you want to get out of the hood, but the only way you can get out of the hood is pretending like you love the hood".

They start selling their musical creativity for a meal ticket, anything they can do, sample the same beats, use the same old, tired "I beat my hoes" approach to music, so they can get out of the hood.
