This song is Kanye describing his relationship with Chicago, the city, which is personified as Wendy, a play on words, Windy, as in the windy city.

this is poetry

i think he puts this song on every album cause it's something he always comes back to. when we was 3 his parents divorced and he moved with him mom to chi town. it's about trying to reconnect with his first true love and he can never stop thinking about it. the thoughts like the song may change little by little over time, but it's something that will always be with him.

I like it; the piano riff is so pessimistic sounding...

This song is a very nice tribute to Chicago :-). I think Chris Martin did a good job contributing to this song. The part towards the end where he sings "lo-ee-ohh-ee-ohh" reminds me of the old song by The Police, called "Every Little Thing She Does is Magic." Sting makes a very similar sound at the end of that song.
