I think this is a statement about how our society is designed and the myth about "anyone being able to do what they want, if only they make it so". Everything is organized in a pyramidal structure, hierarchical, classes, etc.
We're told everyone can win the lottery (sweepstakes), but in reality, if you want to win, a lot more people have to lose. That's how it's set up. That's the organization of a "civilized" society, compared to a nature-based indigenous society which has been proved to work the best in the sense that it provides every member their birthright of basic needs - not a pyramid scheme!
Gambling and carnival games.
"Who's a winner/said the dealer"- Dealer's asking a group of people around a table playing a card game who has the best hand.
"Every player/Yeah me"- Every player thinks that he or she has the best hand.
"So you say/we will see"- Dealer is asking every player to reveal his hand, to see the winner.
"Pay or play/A-Okay"- You win or you lose. You lose, you pay. You win, you keep playing.
"The math of the day"- Probability is math. Those who know how to play the probability will win. "Aim high man, why not?"- Those who don't know the probability will bet high. Their reasoning? "Why not?"
"Payday! You're a winner! Keep cool, form a line!"- Step right up! Everyone's a winner! Form a line, now! One at a time!

I know not every word, or even line, is correct, but I'm having a hard time kinda putting it all into context. Bet there's a lot of expressions and other stuff that I don't know about simply because I'm not english. Not sure what "the times in/to/and the eight/eights" is all about either. Snooker/pool? Counting cards? Obviously about some form of gambling, about how money is everything today, lots of casino references in there. Not sure that's the entire meaning of this song though, that "big feats"-bit got me confused... Might also have something to do with the album in itself. Awesome song anyway!
