He reuses the verse melody from the previous album's "Dirty Little Religion", the topics of the verses are all over the place, and he packs too many words into one line (goes to show...) and too few in another (it's pretty hard to find), and rhymes "Henley Regatta" with "Persona non grata", but gets away with it all as only he could.
I am still holding onto your waistband
Turn away and kick out the red sand
Summer is gone and now I'm bleeding
I can't tell now you're thinking of leaving
Oh darling are you gonna leave me?
I'll watch you if you can
Oh darling are you gonna leave me?
I'll watch you if you can
Oh darling are you gonna leave me?
I'll watch you if you can
Oh darling are you gonna leave me?
I'll watch you if you can
If you can
Black rose on a dusty road its on fire
Burns in the distances higher
Hot stones both marks if they're my own
Stretches to the distant horizon
Oh darling are you gonna leave me?
I'll watch you if you can
Oh darling are you gonna leave me?
I'll watch you if you can
Oh darling are you gonna leave me?
I'll watch you if you can
Oh darling are you gonna leave me?
I'll watch you if you can
If you can
If you can
If you can
I am still holding onto your waistband
Turn away and kick out the red sand
Summer is gone and now I'm bleeding
I can't tell now you're thinking of leaving

Techno Ted may be a person who caused Chris incredible emotional pain & trepidation as well as moments of peace & happiness but now is removed and awaiting his fate. Darling may be a different person who is also free of him and can live her life free of Ted's tyranny. "In between all the laughing, and daydreams ... lies: a desert of truth" Lies are like a desert or the omission of Truth: Where there were Lies then Truth was absent. The song, "Techno Ted", may be a cathartic celebration of the downfall of this person.

In regards to the meaning of this song:
Before a live performance on the EP Five Stories Falling, Geoff states “It’s about the last time I went to visit my grandmother in Columbus, and I saw that she was dying and it was the last time I was going to see her. It is about realizing how young you are, but how quickly you can go.”
That’s the thing about Geoff and his sublime poetry, you think it’s about one thing, but really it’s about something entirely different. But the lyrics are still universal and omnipresent, ubiquitous, even. So relatable. That’s one thing I love about this band. I also love their live performances, raw energy and Geoff’s beautiful, imperfectly perfect vocals. His voice soothes my aching soul.
I think this song is about having a summertime relationship, a person that you met somewhere that has become your life purpose and everything to you. Summer ends and the person has/wants to leave you. The roads and the stones simply symbolize the long distances between the two lovers. She is still holding on to the waistband like she always used to in the summer. She doesn't know yet if the lover is going to be able to leave her and everything they have together.
