Blue Sky is about a guy who has broken up with his girlfriend - most likely because he thought she was not attractive enough for him - but now the Blue Sky (a-ha's turn of a phrase for "the grass is always greener on the other side") isn't so blue.

He sits at a table across from a beautiful girl, but he's too intimidated to talk to her, at the very least because he's afraid she'll think he sounds funny since he speaks with an accent.

The restaurant he's in obviously has shared tables and is typically a pick-up joint, but all he can see are gorgeous women - in his opinion too gorgeous for him to approach - so he just sits and drinks cup after cup of coffee (or something).

He's young and doesn't have much money - things that the girlfriend he dumped didn't mind - but which are things that he realizes most women are going to expect from him.

So he continues to lament that he left his girlfriend.

Song Meaning

@traincollector fantastic interpretation. I would only add that maybe Blue Sky was just a way to indicate his sadness through a cold blue-colored winter sky.
