This is one of the most beautiful songs I've ever heard. What this song is trying to describe is a girl drowning herself. She's slowly sinking with a rope around her ankles, weighing her down. She's being pushed around by the waves, but can't swim back up. At the end she's smiling, because she's happy to leave.
