You can't know for sure that this song is about the illuminati. However, I've always thought that this song is talking about authority, and how it changes. Cornell is saying that no matter who runs for office, who takes over authority, the world will always be messed up. The phrase "new damage" is referring to when authority changes, nothing has really changes in the long run and the new leaders are just "new damage" to the world.

I believe this song is about world chaos, world war three. Get out of the countries going into the war before you're killed. "A faceless poison" means that the person/country that starts the turmoil will not be suspected until it's too late. "A new world for hate" is because the countries in in each side will hate the other side. Basically it's saying go somewhere neutral before you're caught up in hell.

I looooooov this song so much!!! To me its kind of apocalyptic rant, but not in a religious tone, rather a political tone. Like greed, capitalism, and hunger are taking over the world. Chris is talking about the systema as a whole. There is no one person to blame. The line "its a faceless poison" shows this. Amazing dark song. I agree this is limo wreck part one.
