i think the lyrics are more sarcastic. its satirizing the mentality of war and bloody revolution by sarcastically saying to shoot people "until their minds are open". its a ridiculous and hypocritical line, its pointing out that you can shoot anyone you want to get your way, but violence doesnt truly solve anything.

The most simple and obvious explanation to this song is that it's about what the american government seems to think about inventions and leadership, ruling and war.

i think this is about our right to shoot government officials once they start coming after us. just look at s.w.a.t. teams. gun control and abortion are the only two things i really agree with the republicans on, both are wrong.

interesting stance the band takes here. Keep in mind this was written in the Reagan/Bush years "the right to bear arms as a protective measure against tyrannical government" so I imagine that was a jab at the party in power during that day. Much of the meaning is probably symbolic here.

Stop trying to amend the song to fit with your political interests. Really, the song isn't that difficult to interpret; interpret the meaning in the perspective of a gunman with a lust to kill -- for whatever reason, it DOES NOT explain it, and Soundgarden was never really a political band (although there are a few political implications in a few songs). The song is supposed to be a terrifying account of a shooting spree, and perhaps Soundgarden wanted to experiment with emotions like fear.
